is this new packaging? it looks different than the colon care I have bougt before?

This is new packaging, same product.

Does this contain soluble and insoluble fiber?

Yes, it contains both soluble and insoluble fiber - Mostly soluble fiber. I have been using this product for many years. It works well for me.

What does the prop 65 warning refer to?

Better to ask Colon Care.....there is a website listed on the label to check. But I will tell you that here in California Prop. 65 warnings are on many things. Many many. Unnecessary we feel. Small amounts, even trace amounts. Here's an example. Mardi Gras Plastic Beads are now made with plastic allowed in calif. But if a few of the old ones get recycled with the new ones trace amounts show up they can't ship them. The whole batch can't get shipped to calif.
