Q: How many fonts and how many frame to choose from?

6 different font styles. 2 lines capacity.

Q: Can the dymo letratag make labels for outdoor use? if so which tape cartridge should i use. i want to make labels for outdoor plants.

While you can use plastic tape which will resist rain, the sun will discolor the black print slowly. I've some labels barely readable after one year.

Q: Where is the shift key?

There is no shift key. To get a larger letter, hit format and the word size. To switch between upper and lower case, use the button to shift between upper and lower case. It’s under the OK button

Q: Can it print barcodes

It can only print what you're able to "type" into it yourself, letters, symbols etc. No way to scan or external link to have it print out anything else
