Are these usable for men’s suit jacket?

No, generally the hangers would be too small for men’s suits.

A couple of them are broken upon delivery. How would I go about getting those replaced. The others are fine.

I would send the whole thing back and request a new order

How big are the holes? I'm thinking about hanging 9 ties from the holes, but not sure it the holes are wide enough.
