Can this be used with hardwood floors? (bamboo is not considered hardwood)

Yes - I have used this both with hardwood and laminate. flooring

This R-value is 0.58 for the Roberts 70-190 underlayment.I changed the flooring from carpet to laminate floor after my home was flooded in September 2013When I installed, I took a layered approach onto the concrete floor.1) installed linoleum sheet floor material onto the dried concrete2) placed the 6-mil plastic layer over the linoleum3) placed the Roberts 70-190 underlayment felt-side down4) installed the laminate flooring

Is this the same product that Home Depot carries?

It's the same one that they sell online. They do not carry it at my local Home Depot. Great product. I'm happy with it

Can this be used as padding under an oriental/area rug?

I think traditional padding would prove better than this felt. Depending on the flooring underneath the rug, this felt and the plastic backing might prove too slippery.
