Do these fit common store brands such as rustoleum? Or do they only fit Montana?

They fit all cans that are female which is almost every brand EXCEPT Rustoleum. Rusto cans are male ended and use female caps. To use these caps on Rusto cans you need an adapter piece.

I know Montana is based in Germany, but what country are the caps actually made in?

They are produced in Europe by Lindal Valves.
