I would not have thought so. They are filled with little steel pellets which would start to rust.

I am a woman with very small wrists would these fit ? Also will my Fitbit fit on my wrist also ?

I also have small wrists and they are still great, the thumb guard does its job well stopping it from turning or moving too much. As for the fitbit, I am not sure, but I do know that these wrist weights take up all the wrist (which is probably for the best so you don't injure your wrist) so you may have to have the fitbit further up on your forearm.
