Will this work if the tank is on the floor? Also we have a 60 Gallon tank. Does that matter and will it work?

Yes, it works. But if the tank is on the floor, you need to keep pressing the blue ball to exchange the water. 1. Keep the water full of the whole tube. 2. Make the blue ball parallel and keep pressing the blue till the water is lower than the water level of suction port.
