Q: Why can’t this item be shipped to California?

this item is perfectly legal in California. I purchased a rifle from a CA dealer and this site was included. But site can be purchased separately. no idea why amazon would not allow this to ship to CA.

Q: does this have the tall mount compatible to the AR or the short mount for rifles

This comes with a lower 1/3 cowitness, cantilever mount. I have it on an AR and it allows the front sight to sit in the lower one-third of the viewing window, leaving the red dot above the front sight. There is a separate true cowitness mount available from Vortex that will have your red dot line up dead center with the front sight.

Q: how will this handle heavy recoil, like from a performance center s&w .460?

I don't know on a 460. However it does very good with a 308 ar-10. Out of the box no professional tools to mount. Just eyeballing it. Bullseye 1st round on a cold gun that hasn't even been fired. Now has about 50 rounds through it and still on tgt.
