How to change the mode and on/off with one button?

Full press the switch with hearing a "click" and you will turn on or off the torch, and half press the switch lightly without any "click" you will change the mode.

When you turn the torch off, then back on again, does it either turn back on at full brightness or the last mode used?

It depends, if you turn off the torch and back on again in 5 seconds, it will change to the next mode. if over 5 seconds, it will turn back to full brightness.
