Is this safe to use on a dynamic microphone that does not use phantom power? Does this pass-thru phantom power to the microphone?

This requires phantom power to work but It does not pass phantom through. Best used with condensers that take batteries. Like the NTG2 or sennheiser mke 600

Not working with my pdmic78(much like shure sm78) + umc404hd (plugged in with +48v on). any ideas?

I'd check that the pdmic78 works without the mic booster and with the phantom power off. Unlike the 57 on which it is based, there doesn't appear to be a transformer to keep the electronics safe from phantom power. This device -should- shunt off all the phantom power (they say it's safe for all ribbon mics which can be harmed by phantom power). If the mic works, connect this to the mic without changing any settings then turn phantom power and slowly turn up the gain. Make sure your mix knob is turned to the "in" side so you can confirm any audio that might be picked up.

Will this work well with the rode procaster mic and rodecaster pro?

Yes, it works with the Procaster and the Rodecaster Pro which is the exact setup that I have. Without the Klark Teknik CT-1, I set the mic Level to 45. However, after connecting directly to the back of the Procaster mic and turning on Phantom Power on the Rodecaster Pro, I now set the Level to 25. Well worth the $30 spent.
