Can you make outlet loops with these?

Yes, using the pliers at the end of the wire stripper side. There isn't a dedicated hole for making the J-loops as some wire strippers have, but the narrow pliers jaws at the end of this one make it just as easy to do, if not more so. I consider this a superb multi function tool, great for doing a few outlets or switches, but without some of the features of the dedicated tools. For small or occasional jobs, well worth the trade-off, in my opinion.
