Can these be broken into different length sets?

They can be broken to length, but it usually requires on pin to be sacrificed because it doesn't break cleanly. I recommend using a cutting tool rather than breaking by hand though.

Are pins on female suitable for thru-hole mounting on a pcb? what are the pin dimensions?

I believe the female pins will work fine in printed circuit boards that have plated through holes, with proper soldering techniques. These connectors appear to be the standard cut to length parts that you can adjust the number of pins by using an exacto knife to separated them. Doing this however sacrifices one pin position.

What is the current rating on these? Will these be okay for 2 Amps?

I doubt they can handle more than a breadboard - 500 mA.
