Does the whetstone really have “Amazon Basics” written down the side?

Yes, on the white bit, I had go and look so that tells you how much notice I took of it. The whetstone is excellent if used properly, must be soaked first, worth looking at a video on YouTube on how to use it properly.

Can I use the flattening stone to start fixing the missing chip from my knife?

It could certainly be used to help in repairing a chip out of a knife, along with other techniques, it depends how big the chip is. I would use YouTube and search for videos showing how to restore a chipped knife. There are lots of videos on there showing restoration of all sorts of tools and utensils, including very rusty ones, worth watching, hope this helps.
