Q: What material are the wheels made of?

They are whatever roller skates, or shopping carts are made off. So a rubber like material. It's very well made and scoots around very nicely. Even on carpet.

Q: Do anyone know the measurements from the ground to the seat when it’s all the way down low?

Approximately 15 inches from floor to top of seat

Q: is the height measured from the base of the stool or the ground to the seat?

I don’t know what measurements they give but I measured mind on the highest setting and it was about 19 1/2 inches. It’s a great product and I’ve used it a lot around the house.
