does your particular monitor have a vga input? it should support 480p. if yes, then yes, this will most likely work.

So besides this cable will i have to buy another for audio since i will be hooking this up to my 2008 panasonic plasma tv? it has the input for vga bt

The cable has a VGA connection for the TV and a pair of RCA/analog plug connections for Left and Right audio.  This would not work for my TV because the VGA connection and the analog connections yellow/red/white  are separate inputs for the TV.   You have to select an input either VGA, analog/RCA, or HDMI.   I could get a picture from the VGA or sound from the analog connection but not both.  Does your TV have analog/RCA audio connections grouped with the VGA or are the analog/RCA connections a separate input?   I returned this and got the POUND HD Link Cable for Dreamcast.

Has anyone noticed any input lag associated with this cable?

VGA is an analog signal, my point being in this case, there is no conversion in the cable to introduce any lag. The only potential source of lag will be in how your TV processes analog input, which is typically comparable between analog inputs (VGA processing time will be similar to composite processing time). The only time your TV is not processing the input is when the input is digital, in it's native resolution (probably 1080p). If you're playing on an old analog display, like a CRT computer monitor, or a PVM, you can avoid digital processing lag. This is a bit more than you actually asked for, but I mention it because no Dreamcast VGA cable is ever going to introduce extra lag.
