What is the diameter?

About an inch to inch and a half, but stretch out to four and a half inches. Work really well in fine but a little too small to handle really thick hair.

Are these stretchable enough to hold thick hair?

It depends either on adult thick hair or child thick hair. I don't use them on mine unless it's straight because they don't wrap more than once. I use them on my Goddaughter's hair but it has to be parted in at least 2 sections.

Is this good for a 8 month old? She has lot of hair, and I want to do a ponytail on top, so wondering if this is good for babies or for bigger girls?

Yes, perfect for little ones. I ordered these when I couldn't find any ponytail elastics at the drug store small enough for my then one year old. Her big sisters where too big, I had to wind them around a ridiculous number of times to stay put. These are great for babies/toddlers.

What colors come in this set?

I ordered it twice and the colours were completely different. You can't know.
