Yes they can. Start with where you want the on/off switch to be, then run out the lights to where you want them. Leave a little extra playroom to avoid putting tension on the on/off switch.

How do you change the light bulbs?

Use the plastic suction cup that was provided (or you can easily pick one up), and twist to the left to remove.

Can this be mounted on a drop ceiling?

I would not advise it, anything CAN be done but the drop ceiling is a bit fragile
