For safety purpose can I operate the Tesla coil under a Dome display case?

It depends on what you mean by safe. If you are trying to stop it from interfering with electronics a glass case wont do much if something electronic is brought close to it. You can test the range with a house hold CFL bulb.

Any one that looks like this will light up and show you the range of the coil. If you are trying to prevent someone from touching the arc, glass would work. Also if you are expecting meter long arcs that wont happen. A coil of this power only produces an arc about an inch long. Another thing to note is that the arcs from this coil do not shock you. Due to the conductor skin effect, the charge is distributed on the outside of you skin because the frequency the coil oscillates at is very high, so when you touch the arc it doesn't shock you but it will burn you. Glass would keep curious fingers from getting burned. Also it is very important to know that the arcs from the coil can produce ozone. it is recommended to use the coil in a well ventilated area since ozone and corrode lung tissue if inhaled. A glass case could cause a build up you would breath when you remove that case or a leak. it is also very important to keep the transistors cooled in the circuit so fresh air is needed to feed the heat sink. a case cold cause the transistor to over heat and fail. That is about all the safety concerns I can think of and my personal recommendation is to not have a case. You would be watching it every time it is turned on and can make sure no one touches the arc and it would receive fresh air to cool it. When it is turned off, it poses no safety hazard so no case is needed.
Take my opinion with a grain of salt, I just listed common safety issues to aid your choice and I hope you enjoy your Tesla coil.
