when dry, does it remain soft and pliable?

Not really. It's quite effective bonding silicone to silicone or repairing silicone but at the joint itself it's a little hard. If you spill some on the silicone surface it will dry hard and crusty on the surface. You can sand it off somewhat but it will show.

Is this safe for kitchenware/cookware tupperware? (Such as gluing rubber back to glass)

I don't believe it will, dried hard on my Grand daughters sicone baby doll, very upset.....wouldn't use on any silicone you want to remain soft, hope this helps
