the Scoligon is manufactured by the makers of Posture Pump®.

Is it possible to wash the neck pump and comfort pad? What kind of fabric?

It's like a foam rubber material. It looks to me like it would be fine to wash it with warm water and a mild soap, rinse and let dry.
