Can this be used without the subwoofer?

The subwoofer of the Creative Stage is detachable from the sound bar. However, please note that with the subwoofer, the Creative Stage is capable of deep, thumping bass that will captivate you in the immersiveness of your movies and music in any room size.

Will it turn on & off with tv if using hdmi arc? does it keep last sound settings when turned off?

The Creative Stage V2 makes use of ARC features, hence it will turn ON/OFF following the TV state. The soundbar also keeps in memory the last used set of settings.

can a stand alone usb charger that plugs into a household outlet be used, and if so what power specs should it meet?

The Stage Air can be charged through a PC or laptop's powered USB port or an AC outlet (DC adapter not included) The specs should be 5V 2A.

Can I purchase and add the subwoofer later?

OK I have both the creative stage air and creative stage 2.1 channel they are not the same thing in any way but the looks I know what you my have read I did to . the stage air is smaller in size and its good for a computer or by its self it sounds good. Now the creative stage air 2.1 is larger with a sub and you can use it by it self but I looked at it on there web site and did not see it buy it self because I read you could .I did get the whole thing for my daughter the 2.1 it sound really good on the TV . I hoped I helped.
