Yes if your using the complete setup throttle and cable I don’t believe the inner cable is long enough to use with the stock 90 twist throttle

Will it work on a 250cc chi Chinese dirt bike?

used mine on a small Chinese dirt bike with a handle bar that measures slightly over 22mm, also works with a slide type carburetor

What size motor this setup works best on 50cc to 110 cc any bigger carbs might require cable adjustment
