The bed is not magnetic and the working area of the bed is not 400mmX400mm, it's around 320X320 or 330X330

Along with the engraver, would this be capable of engraving a photograph of a face onto the head of a wooden dolly peg?

It depends. If it's flat then yes, if it is round then you would need a roller adapter and depending on how round it is you would have to prepare image properly by attaching or shrinking it to compensate angles
