No they are not alive. They are dried.

Can be used in a saltwater tank?

This is actually high calcium cricket food. Since you have a saltwater tank I would ask your local pet store. Losing valuable saltwater fish would not be good.

Should i moist the food?

No that will cause mold. I use that dry food and I keep it in there for about three days or so before I dump it out. I also give them some fresh fruit or vegetables every night
