Does this stop background noise?

No. It stops pop sounds when speaking or singing. To eliminate background noise you need a mic with a narrow pickup pattern (omnidirectional). Behringer B5 or a Shure SM57. Or AKG P3S, or an Audio-Technica MB2K. These will only pick up sound directly in front of them and not computer fan noise if set up correctly.

This or a sock. They are supposed to be good. Trying to save money

Socks not fine enough and will blur the sound. This cheap and cheerful device works a treat.
