First of all look on the product label for directions. Dose is dependent on toilet size / capacity. Elsan blue which we have always used as far as I remember has had the same concentration.

How many cc do you use each time for caravan 20 litre toilet?

I just put in a glug glug each time. Works for me and I have been caravanning for 35 years.
