It’s a mix of the papery needles and pvc. The pvc needles are about the last 8 inches of the limbs.

What is the dimension of the base (assembled)? looking to purchase a wicker cover instead of a skirt and they come in 22 or 27inch diameter sizes.

The tree collar in the review picture (by Race1000k) is 27" by 10" high.

Is the diameter of this tree actually 58 inches? It does not look that wide from the pictures.

If you fully fluff it out yes it’s probably 58”. It’s a nice tree, looks more real than most artificial trees

can it hold heavier decorations?

Cannot hold heavy decorations on the branch tips, but can still relatively close to the ends. It is a gorgeous tree.
