are there two balls for 17.99

Yes you get two solar balls for that price.

Do i need to switch button on solar pad to ON permanently in order for them to light up at night ?

Hi, I'll say first though, I'm no lover of "solar", my wife wanted these so, I searched all over for the best price, Amazon did it. Now, to answer your question, l first off is let the battery's charge up and I think, I'm sure the only switch is either on which is on permanently or "flashing", sorry can't be of more help. Now though the evening light has gone, I wouldn't expect them or it to be light/flashing for more than a few hours! Still, they are what they are, cheaper than I've seen them in other places, as I'm sure you know, "you gets what you pay for", id still re buy them if I needed more though, can't say more than that, cheers. We have like a solar grave yard, hundreds of lamps, all not working or so dim its not worth it, but, My dearest loves them but me, they don't seem to last, so, I wouldn't want to spend much.

Is it a pair meaning you can put either side of your door or is it 2 on one plant

It is a pair we have got 1 each side of our door

Do they come with a chain to hang them?

There is no chain but a strong plastic loop to hang them
