Does the item allow you to pull the cord ends out just part of the way, and keep them at that adjusted length

Unfortunately it does not work at all. I bought them for "cord taming" when I travel. The reel would not wind like a retractable cord winder. I had to manually roll the cord on. Once it was on I could pull the cord part way out and it would stop at that point, but to retract you will need to manually roll it back on to the reel.

Will this work for a phone cord? Also, does this retract automatically or is it manual?

Yes, if you mean a headset that is used with a smart phone or a laptop / computer. It doesn't work very well though. I have to find a sweet spot on it to make it work.

Do they make one of these for 10 ft usb cable

it would depend on the thickness of the cord? I use it for a 6ft iphone cord. it is full.
