Yes but you'll need something like white spirit or nail polish remover. It does stain over time, but you can, for example, make navigation lines and marks on a map, clean them off, and reuse. Worth having one of the little pots of cotton pads that already have nail polish remover on if you're using it out and about.

Can they be wiped of A map or a chart ?

Yes. Use acetone/nail varnish remover/hair spray/deodorant etc to clean with a cloth. I use these all the time on aviation (laminated) charts

can the cartridge be removed

Will these work well for outlining designs on homemade birthday cards ?

I am sure they would but let them dry for a few seconds before putting your finger on them. I would use card rather than paper.
