Do theses scratch paint on car or bike please

They shouldn't. The hook is metal but coated in plastic and the cord won't scratch.

Are they suitable for large plastic storage boxes when moving to help keep closed?

I would say so. There are several different sizes in the case. If necessary I join 2 together to do the job. I'm happy with them.
