No. You need Ro Bow to open the Lost Imaginite Mines.

So, does this pack have an extra level only unlocked with the character, or is this just a crystal, Ro-Bow, and some unlockable imaginite content?

Ro-Bow is what unlocks the Lost Imaginite Mines level

Why is it so expensive? there's no way something as equivalent to dlc for a game should cost as much as a new console so why is it so expensive?

Rarity. This was the last item released in imaginators. It is speculated that they stopped production early as they quit on the Skylanders series. They're just aren't enough out there to meet the demand and that has caused the high prices.

Opened a whole level of the game you can't play without it. Must be rare because the price keeps going up. Glad I have an almost complete set.
