What does 4circles mean

The patches come in different shapes. So 4 circles mean 4 circular shaped patches.

Can these be cut to fit need?

These liners come in a couple of different sizes. Because they are constructed of two (2) layers of material I would NOT recommend cutting to fit. In my case I found they did a good job of overcoming a friction issue that was causing my skin to blister.

These patches are absolutely reusable and can be washed right along with your regular laundry. They also work very well for friction burn-type problems. I highly recommend GlideWear patches.
