I have loose, slightly peeling wallpaper, will this work before I paint it? Will it lock down peeling wallpaper?

Unfortunately it wont. I had the same issue as you’re currently facing. Made it even worse by wetting loose parts of the wallpaper. I believe the existing wallpaper should still retain sufficient bonding/adhesive agent for it work

Is there a particular type of emulsion that is recommended to paint over this? E.g should I use oil based only or can it be any finish?

Any finish. It did take a few coats to get rid of the patterned wall paper but well worth it.

Will this stop damp coming through the wallpaper?

Hi, this product will not prevent damp from coming from the wallpaper.

Can this be used to paint over wallpaper that has been previously painted with vinyl silk emulsion?

Am not sure but I would try a patch as I think probably it's an amazing product
