it does include brackets to secure it so that it can not shift in the bed

Will this box fit on an XMR and not interfere with snorkels?

Yes it will. The box will just sit back in the bed a few inches

Where does this box fasten to? it does not appear to fasten to the bed rail. Is it the box floor?

The front tie downs in the bed comes off and bolt the ones that came with box. Then the other bracket mounts to box and use the screws that came with and drill into the bed
