Q: Does this lock in position so it doesn't rotate while you are working on something.

No it doesn’t actually lock in position. Most adjustments are made by finger tightening adjustment screws with a plastic knob on the end. Rotation is adjusted by bringing the two ends together against the pcb under spring loaded pressure. So it doesn’t lock but I find that this stand works for me. You know what folk say? To solder you need three hands! Well this is my third one.
