Can this be used for cacti and succulents?

I use this product extensively, mixed with ordinary compost and vermiculite/perlite, for seed sowing and growing on; however, I wouldn't use it for cacti and succulents, basically, it's just too light. I use a 1:1 mix of sharp sand and potting compost, any general purpose one will do. They don't even mind if you use spent compost in the mix!

is this medium safe to grow micro greens/Sprouting?

It's certainly perfectly safe, but it's not the ideal medium. You'd be better buying growing mats (try Marshall's) - although they're meant to be single use, you can dunk them in boiling water and re-use!

Can I use this as organic mulch around vegetables in the garden?

Iv used coco fibre as a soil conditioner in very poor soil with mixed results. The plants love it but so do ant's. Thay build what I can only describe as as little nests around the bottom of plant stems with it. Also may cause nitrogen lockout if you use too much. So as a mulch I'd say yes.

Gardenias any good with this soil?

Coco Grow is a fantastic growing medium for plants like Gardenias. But be aware that since this has no nutrients added and is pure Coco Coir you will need to add a relevant feed and nutrients to the mix.
