I'm new with steering locks, but surely the wheel will still be able to turn with this on? How does it work?

If the lock is fully extended there is only limited ability to fully turn the steering wheel. For all normal purposes the car cannot be driven with the lock in place - a car thief might be able to make limited left turns or right turns but not both. The lock can be removed if the thief cuts the steering wheel with a saw or angle grinder but this takes time and makes noise so unless the thief is really determined the steering lock should act as a deterrent. All steering locks can be overcome - their real purpose is to add time to the time it takes to steal a car. This extra time is often enough to deter a casual thief but is unlikely to deter a professional theft.

Should there be two protective adhesive strips in the box to protect steering wheel from scratches. There were none in the box that I received

There is no tape in the box but I used the plastic insulation tape and used blue to match the car.  I'm not saying it will scratch the car but I did it just in case. Hope this helps

can this be used as a self defense tool?

Anything can be used to defend yourself. Kitchen knife, chop stick, spatula, and yes a steering wheel lock. But, and it is a big but, you would then have to prove you actually needed to use what would by then be in evidence as an offensive weapon. You have to prove it was the only thing you could use at the time. Otherwise its a possession of an offensive weapon, and aggravated assault/GBH with intent to cause serious injury charge, both of which can land you inside. Thy GBH charge can lead to life imprisonment by the way.
