TEC-12706 is works on 6v as the name suggest but it is advertised 12v whats the catch?

It will work on a 6 v and a 12v also with your phone battery (3.7v),it smpily means it will cool better on a 12v.but believe me i tried to cool a glass water it took 1h or so to get slighty cold,yes it feels very cold to touch but no use

can i made this to work by just by the temperature else am i need any external sources? if any options are there please suggest me some best ideas...

You just need temperature difference for operation.
