I want to connect my laptop to two monitor but nor for just mirroring, I would like to have extended view in each monitor. Does it works like that?

Our products are equivalent to copying your audio and video signals.
If you want to display the screen on the laptop as the main screen, and the screen connected to the HDMI Extender Splitter device are extended screen, this our product can do.
However, our product does not support the following functions: One of the 2-4 screens of the HDMI Extender Splitter device is connected as the main screen, and the others screen of the device is the extended screen.
In a word, all the screens output by the HDMI extender splitter device are the same.

Can the two local hdmi outputs handle 4k and dolby atomos? or are they limited to 1080p and non-atmos sound?

i only use in a 1080 situation. but i think it is not made to handle any higher than that

I want to connect 2 different laptops to a splitter for the 2 monitors. I don't want to keep moving the cables back and forth from the docking station

If you intend for both monitors to receiving the same signals, and choose from the two laptops which signal to display using HDMI cables, you need a HDMI 2:1 switcher (do not try to use a 1:2 switcher) to choose the laptop, then an HDMI splitter to feed the two monitors. No need for an extender unless the distance is greater than about 50 feet. If greater distance, then you need an Ethernet extender, and the HDMI switcher. (The extender has one HDMI input, and multiple Ethernet outputs and an equal number of Ethernet to HDMI converters.)
