Can I use 1 1/4” hardware (1.25) for a short board with 1/8” risers

Yes the 1 1/4" will work on your board.

If i have a long board with a 1/8 shock pad which size hardwear should i buy?

1.25" or 1.5" hardware will work fine. If you Google "ultimate skateboard hardware calculator", I think you'll be STOKED on the first result. No it shouldn't. Switch them I if you want to. If you you were going for thicker spacers though, get a little bit longer ones.

Is the hardware that bad

no I quite like it and its the only stainless hardware that I could find. I had one bolt strip out of 4-5 sets and they refunded me and sent a replacement. Very good customer support!
