Can I use this I’m cm?

No. This scale is in fractions of an inch.

Yes. The scales for this ruler are: 1-1/2, 1, 3/4, 3/8, 3/16, 3/32, 1/2, 1/4, 1/8, 3, 16

Since most drawings I have ever used are 1/4” scale this scale does not have 1/4” which all of my scales I no longer have had 1/4”. Why?

This scale has 1/4” = 1’-0”, along with most other architectural scales (1/8”, 1/2”, 3/4”, etc).
