Does this also condition the nail? Or provide any hydration?

This is not a nail conditioner not does it provide hydration to the nail. It’s like nail polish but tinted with brighteners to make the nail look better

Do I need to bleach my nicotine stained fingernails first and then use this product. Or is this an all in one? And will it stain through again?

Did you ever figure out if this helped your yellow nails from smoking? I smoke too and that's the reason I bought this product.

Does this product actually whiten the nail? If I use as directed then remove polish, will the nail be whiter? Or is it only whiter while you use it?

I'm on my second bottle of this product and this is how I feel it works. First of all, condition of your nails is an important consideration. My problem was years of using nail color had discolored my bare nails. Now, if you're sick and the nail color started with an illness, this product probably won't change the nail color. However, since my problem was with previous highly-colored nailpolish, it worked great. BUT, it takes a while to notice a difference. Like in my case, one whole bottle was used up, then I saw a difference in my nail color and it HAD whitened. I like the product. Looks good on my nails too. So, I use it for more than one reason....it whitens my nails (eventually) AND the polish looks good on them

Can I wear it all the time just like a regular nail polish?

Yes, I do that mostly. Such an interesting product...outside it looks ultraviolet! Indoors it's just very slightly white with one coat.
