How do you know if the screws are on tight enough? is there a click sound? i hear complaints that the stock ilm screws are to short? any advice?

One of the things this product has over cheaper versions is the witness marks included around each screw hole. You mark your screw, and then turn the screw 1/4 intervals until you feel a light tension, then 1 more quarter turn. JAYZTWOCENTS did a great video on it.

Does this come with screws? I received mine but no scews

You are expected to use the screws that are currently holding your ILM mechanism. On some motherboards, these can be a bit short to comfortably secure the frame, so you could try finding slightly longer ones (UNC 6-32). I used a set of longer screws to first pre-secure the frame, then one by one replace them with the original screws, and only then properly tighten things.

No, Thermal Grizzly Contact Frame is produced in Germany in Berlin. The quality is different. The material is high quality, the processing is better and the QM is not comparable with that from China.

Will this work with the msi z790 d4 boards?

It'll work with any Z790 board you'll likely need to buy longer screws though
