no, these are only vinyl pants. They are meant to be worn over a diaper

Hi Julie... Yes they are plastic pants. Initially, they may make a very light sound when not being worn, but after just a minute or two after being put on, and they come up to body temperature, they make no noise at all. The plastic is so soft and light, you may think they wouldn't last very long. I have several pairs of these plastic pants, and am very satisfied. Other brands you may want to look into are GaryWear diaper covers, and Klienerts plastic pants. I've had good luck with all three of these brands. Hope I've been of some help to you.
