Does it come with the pipe collar adapter?

No it does not come with the pipe collar adapter because it depends on which size you decide to use. You can get any size you want at a Home Depot or Lowes. We have had this drain in our front yards for years..it looks great and does what it is supposed to do.

Do I need the storm drain adaptors?

The one that I received had Knock out holes for 4 inch Drainage pipe. The contractor that I hired actually cut a hole in it Around 10 to 12 inches in diameter. So, I say no adapters needed.
