Is the bottle suppose to be only 2/3 filled?

The bottle will not be completely filled as it is a 15 ml bottle filled with 10.3 ml of oil. The 10.3 ml will fill about 2/3 of the bottle.

is the bottle made of glass?

Yes, the bottle is a sturdy brown glass.

Is there a different dropper I can use? This one is definitely horrible

Carlson’s Super Daily D3 has a Euro dropper that dispenses one drop at a time. This product dropper is meant to dispense the first drop within about 10-15 seconds. After the first use, it usually takes 5-10 seconds for the drops to be dispensed. Carlson specifically chose to use this dropper style as it is metered and as such measures out a specific size drop before the drop falls from the drop outlet. This is important for a vitamin D product, as vitamin D can be toxic if taken in excessive amounts over an extended period of time.
