Why epoxy in this kit vs. the engineered floor adhesive, and will this work hardwood floors over subfloor that are over basement joist ?

This product is for small trouble spots after the floor is down, not the whole floor. Epoxy is strong, fast, and effective; that said you can use your engineered floor adhesive for a similar repair. Try a turkey baster, it is slower, messier, and may take a few tries.

Is this okay to use on bamboo floating floors?

Not sure what it is you are trying to accomplish with the kit on the floating floor. Right off the bat we would have to say NO to this type of usage. This is made for solid wood floors.

Can you buy extra cartridges for the injection if so how much do I need to repair 7 spots

They do sell a replenish pack "DriTac Replenish Pack for Solid Wood and Bamboo Floor Repair Kit". I had two spots which required almost the full kit so I definitely would get the replenish pack for your project.
