Is it bivolt? 110-220V?

Using appliances abroad can be confusing. The plug configuration is different AND the voltage is different. Unless you have an appliance that has a voltage converter built in,  you have to have an adapter that will do both, not just a plug shape converter.I bought a world wide voltage converter to plug it into. They cost about $35.00. Make sure you get one made for using with hair dryer and other high voltage items.

Does it work on very wet hair

The reason so many women find it difficult to achieve great styling results at home is because they start with their hair too wet. Professional hair stylist always dry the hair 80-85% before they start styling it,  it not only saves you a lot of time and trouble, but if you don't dry the hair at the root before you start styling your hair will either go flat or get frizzy (depending on your hair type) within an hour.

Are the bristles soft?  I have thin fine hair and need volume

Yes the bristles are soft. I have had this for about a month. I have thin fine hair.  I have received a lot of ramdom complements on my hair since I have started using this and my hair feels thicker.

does brush rotate

No, this one doesn't.  I bought it because I thought it did.  I disagree with others.  Maybe because my hair is thin and fine, but my hair never gets tangled in the rotating dryer/styler.  I think they are the best.  I'm disappointed because this is the size brush I wanted.
