Is this keyboard as quiet as it's advertised to be?

Yes. It's not silent, but is super quiet. I also have an HP elite wireless quiet keyboard. I've never been able to find anything comparable to it for sound until now. I needed one for a desk setup while I'm with family. I'm really picky and ordered this expecting to try it, but probably not like it. I love it and now I want another for at home.

There is no usb receiver?? the instructions say it was in the mouse battery compartment, but there was nothing in there??

Received mine without USB receiver too. Returning for same item since it looks VERY cool. Hoping for good things second time around.

How do you turn the FN lock on?

Hold down the FN key and press the key above the backspace button.

If I leave my mouse for sometime, it goes to sleep and then I will have to turn off/on btn couple of times to get it working? how to get it working ?

It goes to sleep to preserve battery life. Simply click anywhere on your computer screen/monitor with your mouse to wake it up. You don’t need to turn it on and off to restart. If you do, yours is defective.
